Halve eggs and place yolks in a medium bowl, set whites aside.
Add mayo, mustard, vinegar, salt, and pepper to yolks. Mash yolks and mix it all together. Stir in the celery and chives.
Dice egg whites and gently mix into the yolk mix. Garnish with chives or paprika if desired.
